TV Mount in MXT 20

The TV mount is designed to mount to the end of the cabinet above the sink. Is it best to drill through the wood and use small bolt,washer, and nuts or just use wood screws?

Also, when connecting to electricity do you need the water heater full so it will not burn up the element? i understood you dont have to turn off electric heater switch so I assume when connected to electricity heater will begin heating.

Thanks for all the replies. I got it now. TV mounted with nuts and bolts and there is a switch for the heater inside.
