Component failures generally follow an "Inverse bell curve". In other words, failures are higher at the begining and end of a component's life, and less likely in between. It's also possible that the heater was left "on" with the tank drained, and the element overheated and shorted to ground.

My guess is that it wasn't so much a "bad" heating element as a destroyed heating element. Never have the water heater on without water in the tank.
