I agree with 94-Newmar, if it is over a week, drain it, including hot water heater. Make sure that the electric is shut off to the water heater, or you will burn up the heating element.
I sanitize every spring as part of the annual maintenance. Do a search for sanitizing the fresh water tank for the proper procedures.

Yes, it would be good to sanitize the system before the first use.

I use sodium dichlor crystals rather than bleach. You should find Sodium Dichlor at any pool supplies or spa store as it is what you use in a hot tub. Sodium Dichlor contains 62% chlorine while household bleach is apx 3%. One lb of Sodium Dichlor is equal to 8 gal of bleach. Also, household bleach contains other stuff, including a lot of salt, and that other stuff is what causes the bad taste and why you have to flush the tank after sanitizing with bleach. It takes only 1 tsp of Sodium Dichlor per 100 gal of water to initially sanitize the system. Run water through all the faucets just as when using bleach. Because Sodium Dichlor is highly concentrated you only need to carry a small amount. It is dry crystals so there is less chance of a spill. However, it is highly corrosive so you do have to be careful how you store it and use it. My sanitizing checklist may need some alterations for your rig, but is on my website at Sanitizing Checklist

I keep mine full at home as earthquake water. It is good city water and will stay fresh in the tank a few months. I was told it is easier for things to grow in an empty tank. If I am going to need water on a trip, I drain and refill it just before I go. I try not to fill my tank with out of town water, as it is unknown quality. If you want to add chlorine for a longer storage, a spoon should do it. I try to use the tank water for cleaning and flushing only but have used it for coffee when dry camping.
