Fresh Water System problems (Irene prep)

In prep for Irene and possibly living in our TT with a generator hooked up, I am working on getting the fresh water tank filled and pump primed for the first time with this unit. However, while filling the tank, after about 30 seconds or so the water starts leaking from the winterizing hose by the water pump. The odd thing is is that this happens no matter how to valve is turned that controls the flow for this hose. The fresh water guage inside is showing the tank as 1/3 full. Also, and I guess this is an overflow hose, the hose leading back out where the fresh water is poured in has water "splashing" up and down inside the hose which is seen from in the cargo area. Per the manual, there should be a vent plug by the water fill cap but I checked and didn't see one there. Btw, the TT is a Rockwood Ultra Light 9315SS. My only thought is that there seems to be an air pocket in the tank but that doesn't explain the winterizing hose leaking water but that may be a user error issue and I'll check the valve again. BUT, seeing when the water pump is turned on and spurts of water is coming through the faucets, it seems the valve is in the correct position. Any help would be greatly appreciated! - Thanks!

Is your drain valve the type that turns or the t handled type that pulls up and pushes down? My Jayco has both and it took me a while to realize my low point drains don't open when you turn them...

Are you filling through the city water connection? That might explain water spurting out of the antifreeze fill hose,well-except for the valve not shutting off completely. There should be a gravity-fill pipe for the fresh water tank, it will not pressurize anything unless the fill hose is sealed to the gravity fill opening(which should never happen).
