Help With Tongue Jack

I have a Stomberg tongue jack on my TT. Just brought out of storage and I am getting it ready for the season. Jack will not operate. Fuse is good, and really see no reason to not have power. I am thinking I lost the ground somehow. Jack is grounded through washer on lag bolts that hold it to tongue. I am thinking of replacing the lock washers that have the teeth on them. Should I replace bolts also? I saw on another forum where an owner removed the paint from the portions of the tongue that contact the bolts and washers. THanks for any input.

Assuming your batteries have power, the ground may need attention. Loosen things up and wire brush for starters.
