I also have a the same heater,andhave pretty much rebuilt it. The black rocker switch is the A/C on and off switch to the element, which is also controled from the circuit breaker in your breaker box.
I had to replace the anode rod, electric element and reassemble the propane tubes.the red switch in side is for the propane side. with the heater full of water and the propane on, the red light should stay off when the burner lites, on mine, i can hear the burner lites.
