Need help diagnosing brake issue

Noticed some surge/pulse in the trailer under moderate braking this weekend that wasn't there for our trip a few weeks ago. Sort of felt like the truck did before I had the new brake job, but it didn't seem to be affected by speed like the warped rotors on the truck were. Or maybe it felt like a badly balanced wheel, but only under moderate braking, or like it was hopping (but it wasn't). The pulsing was fairly constant until I was nearly stopped or the trailer brakes locked up (when I turned up the controller).

Didn't seem to happen when I manually applied the brake controller. Controller is also not set to completely lock up the brakes as I can't seem to do that and not have the brakes lock up and jerk us to a sudden stop as my speed gets down to 5-10 mph (we're talking ejecting a jug of water and case of juice boxes DW put in the rear wardrobe sudden!)

Tekonsha Voyager controller installed by local U-Haul back in March, seems to have worked fine for our first two outings.

Wife wants to go to the lake again on Saturday and I'm feeling a bit ambivalent about the brakes at the moment.

Any thoughts on diagnosis or what to start looking at?

Go back to the U Haul guy and ask if the controller needs adjusting. They should have given you adjusting instructions when you had it installed. It should be under warranty.
