As has been mentioned, where you plan to stay/live has a lot to do with whether it is allowed. You just need to figure out where you want to be, then begin checking with the local zoning authorities. Probably ain't gonna be allowed in any city limits, and the further away from a city/town, the more likely it is to be possible.
Where I am at, south of Fort Worth, all I would have to do is find a property, get permits for septic, then run electricity and dig a well. Not cheap, but doable. The really big concern is the sanitary situation, then follows the esthetics of a permanent RV and where it would be. I particularly bought in a builtup neighborhood so there was not chance of a permanent RV/mobile home next door. But I do store my fifth wheel on a slab with electricity and I could live in it if I wanted to--had to when I remodeled the house.
