New trailer
I purchased a new Winnebago Minnie do I get a walk through with everthing working before I give final payment,and one of the tires was flat I want a new one for replacement ,am I correct in asking for that

IMO You have every right to ask and make sure it meets with your approval before your tender your payment, after all it's your money.
BTW....Congrats on the new rig...once you decide to take it.

If you are buying from a dealer, yes you should get a walk through. If from a private individual, you can request a walk through.
As for a new tire, that all depends on how old all the other tires are. If they all need replacing I feel that is just part of your expense in purchasing the RV. A dealer might grant your request, but I doubt a private party will do anything more than have it patched. We bought ours used and I knew all the tires needed replacing, if one of them had been flat I would ask the po if he had an air compressor to pump it up. If not I would have called AAA and requested the the tire be pumped up or have the spare tire put on and then taken the mh to a tire dealer and had all new tires installed.

New tire may not be required. The tire may have just needed to be resealed around the wheel. This can happen more often since fewer steel wheels are used in today's vehicles and trailers. Another option would be to request a swap with another Winnebago trailer if they have one in stock. You could also require a leak test and watch while the test is being done. Or, have the spare mounted on the trailer, then monitor the tire in question as it is used as the spare. If it proves to be defective, it should be covered under warranty.

Yes,
Feel free to do a complete inspection. I would give yourself 45 to 60 minutes. My last tt I phoned the dealer ahead of time I wanted the unit powered up with a water hose connected. Things I found were: loose exterior trim bracket piece needing a missing screw, applying caulk to the top edge of the shower surround, trouble getting the frig to light on gas (there was a secondary gas valve that was turned off, took about 20 minutes for the service guy to locate).
Look inside all cabinets with a flashlight. Take a sheet of plastic with you and use it to inspect the underside of the tt.

I am a new TT owner and found out after I took delivery that an outside speaker didn't work, the outdoor refrigerator didn't work, the inside refrigerator didn't work on LP, and the water heater was leaving soot marks on the side of the trailer. When I first called I was told how to handle these things on my own. I thought "Are you kidding? It's a brand new trailer, everything should be working properly when it's delivered." The dealer relented and even though I had to tow the trailer all the way back, they fixed the problems.
