Naturally the first order of business is to stop all leaks so that probably means starting from the outside. Next if you are going to have to rebuild any wood framing you need to work from the outside removing siding, roofing and then the framing while you measure and copy each section replace and recover. Both from experience and from what I have read from others, working from the inside just does not work.

If the roof is leaking and there is inside damage you start by stopping the leak (Fix the roof) NOTE: you may have some serious "under the roof" work to do too (Think of it as "Sub Roof") Fixing this is part of fixing the roof..

Then once you are dry inside.. You fix the inside.

Exception: If you are working inside a garage which has a good roof of it's own.. Then you can start wherever you please. I'd open it up and find out where the damage is and then decide.

Personally I would strip everything off the roof, peal all that crap off and throw it in the garbage. Then remove the underlaymeny, whether it is plywood or OSB and inspect for damage to the rafters. Once they are fixed lay new insulation, new plywood (marine grade) and install a new rubber membrane.

Either do it your self or let Camping World get R Dun right the first time. Yes it's going to cost but it might be worth not having the headache. It looks as if someone painted it and that just ain't right. Maybe it's time to Upgrade

I agree with Donn, strip the roof completely and start again. The pictures seem to show that the EPDM material has been coated with roofing cement/patch. If this is the case, the petroleum in the patching material will continue to destroy the EPDM material.
When the roof has been removed the roof stringers will be exposed so their condition may be assessed. If any require replacement, it should be done from the top anyway

That is my opinion FWIW, it and $2 will get you a cup of coffee most anywhere.....
