tow vehicle 12 v charge line

I have a 2003 f 150 with factory tow. The 7 pin has no charging power. (12V) the owners manual says maxi fuse 101 is the trailer charging fuse. It reads continuity and appears to be good. Where should I look next.? is there another fuse I am missing. There is also one for trailer lights and it is good. all I am missing is a charge connection.

Thanks Chuck. Yes I found it in the book and that relay is missing. Now if I can find what relay to buy you may have solved my problem.
