Do a close check for mud wasps they can plug many small areas..
Trust me on this I just paid dearly at the dealer for a plugged sensor on my new on demand water heater..
I had both the electric and the ll on this weekend to keep the hot water longer and for some reason the pressure plug was leaking when I had both on. when I turned the lp off the water stopped leaking.
With both LP and electric on at the same time the water heats faster and the pressure is higher. Could be considered normal for the slight leakage you noticed. Could be that the pop off valve is losing ability to hold pressure as it should. These are cheap to replace.

could it be that the water is getting too hot???
If I use both propane and electric heat at the same time, I always get a little drip. The valve is called the T&P (temperature and pressure) valve. I don't know if I am exceeding the pressure or temperature parameters.
I am ok with a little drip as long as its not dowsing the electrical contacts which is does, and I am not changing the pressure valve as I am sure its designed to keep my water heater from going kablooey. So I will probably just use only one or the other setting going forward.
I replaced my old valve after i revamped thw heater to work on ele.and propane, the old valve never leaked, the new one drips a few drops as it heats but stops. I have learned it's normal.
I would say that you have an obstruction in the mixing tube, and it is diverting gas outside of it. The POP that you see is a mass of propane igniting outside the burner. Shut the gas off until you have it fixed, it is a hazardous situation.
