an engineer offered an idea.
make a Torque Tube,
placing a round steel pipe inside the bumper, weld the contact points of round to square at the ends and install One 1/2 inch bolt in the middle.. you get a torque tube..
square tube will twist and a round is not to easy.. tripling the twist resistance.
and should prevent the ripping off of the bumper.
He is currently out of state for work.. should be back in 2 weeks.. will put the numbers into his software for the specs needed for the round tube.
will not work for sheet metal type bumpers.
but my bumper is 0.107 thick...
