What small part that looks like a wedge on the side of the rv and what does it do and the longer part on the slide topper

Its an "Anti unfurl" aka an ""anti billow" device. There are various versions but, if properly adjusted, it keeps the wind from catching the topper and pulling it off the roller while you are motoring down the highway

BTW, can't swear to it but yours looks pretty close to correctly adjusted. With the slide totally closed, if you push DOWN on the arm, it should contact the wedge and prevent the roller from moving any further. If you slowly open the slide, the arm should rotate downward and just clear the wedge as the slide moves away from RV side.

Typically, the various versions work as I described. Check your clearance in open and closed slide positions. If you are currently somewhere cold the roller/topper/spring may have been frozen.

If you hear a spring pop and unfurl, you will know it.
