Does anyone have any idea of how to take apart a winegard antenna base to rplace the seals? This is the winegard batwing manual antennas.

The only seal in the Batwing is an o-ring installed on the crank shaft (see the diagram from the above link.
To access this o-ring you disconnect the crank handle inside and watch the order in which things fall apart
Now, go up on the roof and unscrew the black plug. The entire shaft is removable and can be replaced or you can just remove the existing o-ring and replace it with the appropriate one. Re-install in reverse order by cranking the shaft back down until the knob at the top will fit inside the plug you initially removed.
