I don't know, but I can imagine that they can setup the device to check what tower its connecting to. That would make it unusable on the road or out of the area. Just guessing.

I'm sure that AT&T COULD do what you suggest, but there's no evidence than they have. By now there are quite a few RVers using these devices all over the country and no one has reported any such issues.

I just talked to AT&T on the phone for Home Base service in Kansas and was told the 250/500 gig offering has been withdrawn due to an "Unexpected Problem"

There's no reason to use the OBDII connector for this unless they're collecting information and giving it to insurance companies, etc. Insurance companies are doing this same thing and offering discounts for using it. Also, I wonder what happens if there are any ECU issues and the manufacture blames the device for the issue.

With the BRAND NEW AT&T Unlimited Plus plan available yesterday (3/2) it is no longer clear that the rural plan is such a big deal. Although phone tethering is limited to 10GB under the new plan, standalone hotspots do not have that limit so they really are unlimited other than for "network congestion" above 22GB.

As John Hilley says there are ways around the OBDII connection with an external adapter. No need to plug into the OBDII port.
But if you are worried about the telco handing data over to your insurance company you better shut off your cell phone real quick. Pull the battery out also because one never knows if it is really off when you turn it off. Don't use your GPS in your car either. It knows where you've been, when, how fast you drove, and if you stopped at that last stop sign.
I've worked in technology since 1988. If you knew all the data that is captured about you already and worried about it you would most likely build a log cabin in the woods and never see another person for your remaining days on this great Earth. Yes, it's daunting but honestly believe there are more important things to worry about in life.

So I went into the AT&T store in Salem, Oregon to check out the new plans and for kicks and grins mentioned the Home Base special. I gave the lady the "250gbwhpi" plan id and asked if she could look it up. I told her that I live in a MH and spend much of my time in Kansas, but have a home in Oregon and have a PO Box for mail here. She found the plan and asked if I would like to sign up...of course I said yes. I now have the device hooked up and it works great. 6gb down/5gb up. She said she could give the same offer to others either in the store or by phone and was ok with me giving her name and phone.
