I had a similar problem with a small screen digital TV (Television this time, folks-- not Tow Vehicle) I purchased my wife last Christmas. While watching a football game, we could hear all the background sounds but could not hear the announcer. It turned out that there was a button on the remote called MTS (Multichannel Television Sound) and when we pressed it only then could we hear both the announcer and the background sounds. The problem only occurred on this TV. I have no problems with sound on my digital TV or my old analog TV that uses the digital/analog converter in my VCR/DVD recorder. All TVs get their signal from the air. In analog days, MTS was used to produce stereo sound.
While the majority of stations use the same sound channel for their sound, there's a few that use the other. Mostly, this feature is used for an alternate language like French, Spanish, etc. I had a lot of fun with TV brodcasts changing the language if they had it.
You might want to review your owners manuals for information on the MTS and SAP (Second Audio Program) features. A solution to your problem might be as simple as going to an on-screen menu and setting the sound.
From my reading, it appears that MTS was discontinued with the advent of DTV but SAP is still used.
