Dave,
You can send it over the internet. You need special software or there are services that you can use for a nominal charge. If you do a search, you can find sites that let you send a sample fax for free. This may work if you need to send one right away.

Here's one that allows you to send up to three pages and twice a day for free

You cannot use your fax without a phone line.
Since the topic is efax, you can use an on-line service called E-Fax to receive up to 20 faxes per month for free. You can also pay E-Fax and several other services to be able to send and receive faxes via e-mail.
The bottom line, however, is that without a land-line your fax machine is just a really nice scanner/copier/printer.

You could get a magic jack which gives you a phone line through the internet and your computer and if you slow your fax to it's slowest setting, it usually works.

A fax machine also usually works with a VOIP phone line using a service such as Vonage on your cable internet. Teh bottom line, though, is that it still requires a phone line.
You can, however, send faxes via the internet using efax , Fax-it-nice or similar internet fax service. In that case, you use your multi-function printer as a scanner and send the resulting image via the internet service.
