I just sold my older Cell+Wifi iPad, and will be getting the new iPad Mini 4 (Cell+WiFi)From Santa, as i am told

We have both Copilot and Rand Mcnally on our wifi only iPad and use a bad elf for Bluetooth GPS. They are both good apps. I prefer the RM because it seems easier to pan in and out and switch views, etc. while driving. Like others have mentioned no updates have been issued in well over a year for the Rand and today I saw a camping world flier advertising an 8" android tablet with a number of Rand apps loaded into it including the RVND app we've been talking about. I wonder if they were waiting to release this and now they will release an update for us or if they will not support the one we have? I believe the price was $499.

I didn't go this way because some areas have no cell service. The Bad Elf eliminates this issue.
