Can I use a dish that was previously on a house? I already have a reviever and would only need a tri-pod.

Yes. To my knowledge there is no difference between the dish they put on your house and what people use on a tripod, especially if you don't want HD.

When we first had DirectTV installed in our motorhome (we didn't have satellite TV at home), the installer didn't have a tripod, so I told him to fasten the dish to our storage shed behind where I had the motorhome parked so he could get the receiver registered to our account. After he left, I took the dish down and screwed it to a board that sat on the ground (with a couple of bricks to weigh it down) so we could take it with us the following weekend. I later got a tripod.

Yup.
You can also make a 'support' (for the lack of a better term) out of PVC pipe too. I saw directions either on this site or another, I forget. Basically, it just had to support the dish antenna mount in a vertical position.
Doesn't matter if it's at ground level or 3-4 feet above the ground.
I had a link to the instructions but then,... my computer died.

The dish / LNB needs to be compatible with your service provider.

I use a 18" round dish that used to be on my house. It's from Directv. It's only SD and will not work for HD. Iused to have a tripod but over the years I had trouble with the wind. now use a mount that I built from PVC. Here is the link sat. Ths works great and as long as you have the correct elevation and azmith settings it is easy to get the satelite. Try it.
