Snow bird help cell and data plans or options

We plan on spending about 2-3 months per year in the USA. The Canadian Rogers $6.00 / day plan may not be worth it , they do have a $60.00 plan per month as well. We want to be able to call Canada or anywhere in the USA ...get about 6 GIG data per month what's are best options as Canadians ????
We do have a USA address we can use , Verison air card and skype, ATT air card and skype, or what options should we look at. Want to be able to activate for two to three months each year and then suspend .....

How do we get att ???
Do we buy another phone or just change the SIM card
