There are no issues at all with the VuCube or Carry-out in the wind (unless it's so windy that it blows it away and in that case you have much bigger problems than your antenna!). In the rain though it will not perform very well due to the moisture on the dome and the reduced size of the antenna inside. I have looked at the Carryout and the dish that they use is a parabolic dish that focuses the signal to one central LNB and it appears that this will give you the best signal that a dome could but it will still be less than an open face dish.
One possible issue with these antennas is the ease with which they could be stolen. Snip the wire and head down the road with a $700+ antenna. Winegard has addressed this issue as well and has a solid loop attached to the base which would allow for a lock and chain. The Carryout is also a bit easier to carry from point to point as the handle allows the antenna to hang straight down by your side without hitting your legs.
All in all, they are both good units and I would suggest that you take a good look at both before making a decision.
