I have the same problem. My dish is only a year old but it always wiggled in the wind. I contacted Winegard and the tech that responded said he never heard of the kit you speak of but I know they are available. Anyway, he sent me the following procedure and it seems to have worked for me.

I'm not aware of any damper rod or bracket made for this product.
The problem is that it was not installed correctly. Even though you can see the top of the dish moving, the real problem is in the side to side movement. The top of the dish can move up to two inches before the signal is lost assuming it was properly peaked in the first place. However if the dish moves side to side more than ¼"¯ then the signal will be lost. This is a function of the directional handle installation. If the handle is cut too short, the threaded rod is not installed properly, or if the extension is not glued then you will experience signal loss. The one other thing to check is to be sure that the set screw in the elevation gear is seated tight. To order a new directional handle and extension call 800-288-8094. The part number you will need is a 3200546 for the handle and 3200369 for the extension. The 6"¯ threaded rod is a 2162030 and a 12"¯ threaded rod is 2162031. Be sure to follow the instructions to the letter as it is very critical for a properly installed system.

In my case, the set screw at the handle was loose as well as the worm gear set screw at the antenna itself. You will need the installation diagram with part numbers to know what this dude is talking about. You can download it from Winegards site.
