If it doesn't work on either fuel there are two things to try. First disconnect the multiwire clip at the water heater. clean the terminals with a pencil erasure and reconnect. If that doesn't work, most probably the Eco-Stat needs to be replaced. Those controls are about the diameter of a nickle and are covered by a black sticky mat above the burner tube. The new parts come in a set for around $15.00 but are a bit tedious to replace. Push on them to compress their springs and rotate CCW to remove. If they've never been replaced, what I've written maybe easier said than done. They can be difficult to remove and install even though the process itself is very simple.
