Yes there is....
Shower faucet will act as a mixing chamber if hot/cold knobs are open and lever/button on shower handle is closed.
Cold/hot mix together inside the shower faucet diluting the Hot water temp.
Can even occur if Inside Shower is turned off via handle also
Causes of luke warm water:
WH Tank 'bypass' not closed/leaking thru
Showers not OFF using knobs
Mixing Valve on Atwood XT Models clogged (hot inlet side)
