Atwood water heater safety valve leaking
I don't know why that would have changed. As for my unit I do get slight water pressure for about 10-15 seconds after I turn of my water pump. You may have had sir in the system after the valve change. But that gets flushed out when you open the taps and hear all the air coming out with the water for the 1st few seconds.

I usually have some pressure in the lines at first and then the pump kicks on again. The pressure is what controls the pump - no pressure, pump on, pipes pressurized, pump off.

At a guess you were missing the air cushion (which is why the OPV was leaking: it's why Steve Kiemele suggested what he did), now whilst fitting the new OPV you have reinstated the air cushion (air being compressible).

makes sense .
wondering if everyone else sees the same -
when pump is off, water in faucet is plenty to run for awhile; now shut off the faucet and turn on the pump, it starts to pump for like 20 seconds, then slows down eventually stops.
scotty's does not do it. if others don't see this, i'd still need to eliminate the air, maybe just trapped inside the heater.

Sometimes just opening it and letting it snap back closed will clear any debris out of the seal.

They are designed to have some trapped in the heater to allow for the expansion of the water when it gets heated up.

i think i got this taken care of... i started pump, turned the faucet to the hot water side as far as i could and opened it. well, there was quite a bit of air pushed out before a steady flow of water. now feel it is right - a few pumps after shut the faucet off.
