Atwood Water Heater will not Ignite

My Atwood water heater will only ignite if I am plugged into shore power or if the generator is running. The coach batteries are new and charge fully. Is this a water heater board problem or igniter problem. I don't want to start throwing money at parts unless I am sure of the problem. Refrigerator ignites fine on the coach system so it seems to be water heater only. Any thoughts?

My 6 gallon Atwood has a label that sez to clean(reseat) all connectors before replacing the control board. On shore or generator, your converter/inverter is putting out more than 12 volts. You might have low voltage from the battery due to corrosion on the battery or WH connectors.
