Blackwater tank 3" connection - is there hope...?

I'm preparing myself for what could be a PITA repair...

I have a small leak coming from a joint in the 3" pipe leading into where the 3" black water drain pipe connects to the black water holding tank. What gives me some hope in all of this is that I see a metal band clamp right there closest to the tank. (but the leak is not from the band clamp itself, its coming from a joint in a section of pipe immediately before it)

What I don't know (and am hoping someone can enlighten me) is this:

When they build these things, because I see a band clamp right at the tank, do they do this to allow for user replacement of broken/leaky "Double Ell" pipes, and the associated 3" waste plumbing?

Liquid leaks are tricky - sometimes they aren't where you think they are. If by chance the black tank itself has some sort of damage and is leaking, no problem, it can still be plastic welded with a patch. If you can see a band clamp then you've most likely answered your own question! :-)
