Try lighting the stove top. Light all burners for a minute this should remove the air in the lines.

all I have hooked up is the heater- is it possible to light the main burner without using the pilot light?

Sorry no. The heat from the pilot light generates a voltage in the thermocouple which energizes a coil in the gas valve. Bu running out of propane you most likely got air in the line that has to get purged out before the pilot will light. Thats why CHCam42 said light the stove burners (purge air out of the system).

How do I "purge" the line the whole system is a propane tank ,regulator and hose going to the block that holds the red on/off valve assembly. I am getting real confused.

Hopefully one of the regular RV techs may have a safe suggestion as the only thing I can think of is cracking a fitting open. That however is far from safe due to propane gas build up (heavier than air).

If it was me I'd just keep pressing on the gas button and keep trying to light it.

On my trailers that had gas stoves it would take forever but eventually I would get gas to the pilot.
