Well it wasn't supposed to be. I was at my brother-in-laws and I had used this outlet before which he put in especially for motorhomes. After I plugged in and had problems I had been on the road for a day before I found all this. I called him and asked if I had blown his circuit breaker as part of my diagnostic investigation. He then told me His brother had been out a month earlier and 'modified' that circuit for unknown reasons. My brother-in-law isn't a well man and he isn't capable to go check the voltage for me. He's four + hours away so I really don't want to check the voltage. So now after the long story the upshot is I don't know. That is, however what I suspect.

Had power converter tested at a shop. Their test was the same as mine.
The power converter is dead. I'll have to find a new one.
