For the past three years, two now at full time, we've always been on city water....

Yes and also consider running the bleach/water mix through each water line/faucet and let it sit for 3-4 hrs before flushing everything with fresh water. Another thing to strongly consider is running a mix of 1 gal of generic white vinegar per 15 gals through your tank yrly. Will keep the lime/calcium deposits down and help water flow. Take any aerators off each faucet also and check for crud buildup then reinstall. Check the water heater after the vinegar flush for build up and clean the inside with one of these.
