Have you checked the wires under the seats? Sometimes they get disconnected when they are turned around.

I have checked everything. I have both seats unplugged the power wires coming up from the floor will not light up a test lamp (I have used two test lights) I have checked both seats with a jumper wire and they work fine. I checked the ground wires they are okay but when i put a meter on the wires they read 12.4 but still will not work the seats or light up the test lights.

You say your reading 12.4 volts at location and jumped wires to seat wires than I'd say you have found a defective plug.
These plugs have caused everyone some problems because of their crimp connectors.
You can try to re-crimp or get two new connectors.

Welcome to irv2.

I have cut the wire behind the plugs thinking that they were the problem, I am reading the 12.4 on the wires themselves but still will not light up a test light. I don't understand.

I have two cut off switches one for the starter battery and engine one for the house, both are working fine. I installed these switches to shut off everything when not in use and they are working. Everything else is working fine except for both wires coming up from the floor. there must be a fuse or breaker some where that I can't find.

In addition to fuses for each seat under the dash, our Tiffin has resettable breakers on the main electrical panel located in an outside storage bay. This panel contains relays and other electrical components. The breakers look like small terminal blocks. They have a little button on the side to reset them.

What make of motorhome do you have? Maybe someone with the same make can tell you if you have similar breakers and where they are located.

You might have a problem with a auto reset circuit breaker. A couple of times I have had these arc and make a small tit on the points. This will pass enough power to read 12V but will not pass enough power to test light.

It.s an AutoMate Royale only 17 of these made (company has been closed for years). I will pop the breakers out that are located in power panel that is located in the rear of the RV and check them some way, I guess with an ohms meter on and off. Also at this power panel there are 10 fuses that I checked with a test light and all are good.
