Propane is stored under pressure as a liquid. It will vaporize to a given pressure dictated by temperature. What this means is that if the container has ANY liquid then the vapor pressure will be "X". Whether the container has .5 gallons or 10 gallons (liquid) the pressure will still be "X". If it is very cold outside then the rate of vaporization will be significantly slowed. If cold enough it may not provide enough vapor to fuel your furnace. However, it should light initially then starve for fuel if this is the problem.
You mentioned that when you have your container filled it typically takes 7 gallons to fill it. This time it only took 6.1 gallons. Sounds like either the container had .9 gal. of liquid remaining or was improperly filled. Next time you could take your bathroom scales outside and weigh the container. It sounds like you have a 30# cylinder which when full holds 7.1 gals. On the valve collar there are some numbers stamped in it. Look for this: T.W. 22.9. The T.W. stands for tare weight or empty weight. The 22.9 (can be different) but denotes the empty weight of the container. If I surmised correctly your container, when full, will weigh 30# plus the T.W.
I think you still have a regulator problem and it should be adjusted to YOUR system when installed.
