Hot water heater

I have a 2004 diesel gulfstream friendship motorhome the motorhome was winterized by a RV dealer. I want to dewinterize it myself there is a water manifold reading up on the manual it says the hot and cold shut off to be turned on it say the on arrows are pointing left and right off is up and down have water in the motorhome and can not get water in the hot water tank what am I doing wrong

There is usually a bypass on the back of the water heater. You need to change the position of the valves on back of heater so it fills with water
