The circuit board for the fridge does not control the icemaker at all. When the temperature sensor in the icemaker senses a sufficiently low temperature (usually 17-20ºF), the harvest cycle begins. The cycle runs off a motor in the icemaker. The motor trips cams and micro switches to turn on a heater in the mold to allow the rake to sweep the ice out and then to open the solenoid to let water in. Tha_Rooster is right. The solenoid itself will only have power for a few seconds when it is actually letting water through.
I'm sure you already made sure the bail on the icemaker is down.
Next, I would check the electrical receptacle behind the outside access panel for power. The fridge itself will be plugged into one receptacle and the icemaker will be plugged into the other. We had a bad plug one time that kept our icemaker from working.
