Lights on corners of entry steps won't illuminate

I have a 1996 Gulfstream Sun Voyager and the lighted corner trim on the entry steps won't illuminate. There are 2 steps each with a strip of lights in them. Using a test light I have power when the switch is turned on to 1 of the 2 wires feeding the strips. I just bought this unit and it was like this. I am not sure if these are an LED style light or just a low voltage light. You can see a copper wire and small bulbs inside the plastic cover. Is one of the lights out and that is keeping the power from completing the circuit?
