Measure the voltage after the solenoid, just because it clicks does not mean it is good.

You just need to follow the path from the batteries with a test light or voltmeter until you find where it is dead. Fuses, solinoid, connections, cutoff switch, relays, etc.

If it gets a bit difficult to follow all the wiring, you have the option of "backfeeding" the circuit to test it. That means disconnecting the batteries and running a "jumper" wire to a handy 12 volt "load" like a bulb socket or power outlet, and then reverse your tracing. Hope this makes sense. The jumper wire does not need to be heavy duty since you are just drawing a bit of current for testing. It would be smart to put a fuse in the circuit just in case Mr. Murphy shows up.

Trouble shoot from battery bank without shore power, engine or generator running. Be sure to check ground connection to frame as well.

The Step, Jacks and Generator work when the battery cut off is on but that is all.....

Could the convertor be the problem? I pulled it out and there are no fuses on it (Magnetek 950) I can't find a fuse or breaker between the cut off solenoid and the distribution center.....

There should be a separate breaker feeding the distribution panel after the disconnect solenoid.

I do indeed have an idea where to look if, and I stress IF you have a remote operated battery disconnect made by Intelletec or one like it.

But first a comment: When tracing this kind of problem a TEST LAMP beats a volt meter for two reasons.. First it's a simple ON/OFF indicator (Light good, dark bad) second it tests he circuit under a load, a fairly light load it's true but you are drawing, generally at least 1/2 to 2 amps with that test light (mine is 1 amp) v/s perhaps 12/400,000 amps (what is that 0.00003 amps if I've not misplaced a decmil)

I do not have this set up exactly however the SERVICE MANUAL for the Intelletec battery control system that is in my coach shows two POST TYPE (This means you push in HARD to reset) 30 amp circuit breakers in the BOTTOM of the box that has the relay in it. You push (in this case UP) very hard and release to reset... DISCONNECT first, then reset both, then use the switch to re-connect.

Congratulations and thank you for posting the update. As for the photo you may want to review this: iRV2 Forums - FAQ and it will be down the page under Attachments and Images.
