I'm Having trouble with my house batteries not charging so I'm gonna pull them out to get them checked. But if I'm plugged in shouldn't I have lights and TV regardless of the battery level?

Lights, perhaps not. Your 12V lights will not work if the 12v battery switch is off even if plugged in.
TV you should, but perhaps the breaker at the power post or the breaker in your rig is off. This would also affect 110v lights.
Also, your TV outlet may be controlled by a GFI outlet somewhere in your rig. Trying resetting the GFI if it has popped.
If all the above issues are resolved, then check your inverter and external transfer switches to be sure they are passing 110v when on shorepower.
Use your multimeter to check the voltage at the power post.

It looks like you have a Bounder and I'm not sure how they're wired but my coach goes completely dark when the 12v switch is "off". I assume the same thing would happen if a house battery had a shorted cell but????
Many/all of our control boards on the coach runs off of 12v power.

Television should run on 120 volt and should work batteries or not, HOWEVER in some cases a rig with an inverter needs batteries or it will not PASS AC to the tv.
Lights... Same thing.. they should run off the converter just fine but some converters do not work properly without a battery attached.. (Or a battery simulator) notably the Magnetek 6300 series that I'm sure of... Others possibly... The Progressive Dynamics 9100 and 9200 lines work just fine w/o a battery.. (Personally tested far too often)

doc monster,
GFCI outlets do not like being installed backwards or voltage with Reverse Polarity. They will trip immediately.
Hope this helps.

mrpardee,
If you are having problems with your batteries charging and the 12 volt lights not on when the battery is removed and cut-out switch is on, check your converter's output. You might have a problem there.
When your are plugged into shorepower, the converter becomes a "battery substitute" and provides all 12 VDC to the RV, as well as keeping the batteries charged up.
Hope this helps.
