OK, some basic questions.
Is it level? Within 3 degrees side to side and 6 degrees front to back. Otherwise the mixture doesn't make it down the serpentine tubes to the reservoir.

Try both AC and Propane. Report back.

What model is it?

Hopefully you do not have a leak, leaving toxic yellow residue in back of frig.

It can take up to 24 hours for a Norcold to cool down, depending on ambient temperature.

Cooling Unit Monitoring Control

When you first turn fridge ON the food compartment Fin Temp is above 50*F so the 'control' begins monitoring temp and samples the Fin Temp every 10 minutes for the first 2 hrs.
IF no decrease in temp during the 2 hrs the 'control' turns off the active heat source for 10 minutes after which the heat source is turned back on and monitoring of temp continues every 10 minutes for the next 40 minutes.
During this 40 minute a decrease in FIN temp much be sensed or 'control' shuts down/locks out fridge and registers the 'NoCo' fault alarm/error code.

1st 'NoCo' can be reset & fridge restarted by turning fridge OFF then back ON
If fridge completes a cooling cycle the error code is cleared

2nd 'NoCo' ----lower circuit board has to have 'Hard Reset' done
3 different methods depending on WHICH model fridge is

Ventilation issues and off level operation are typical reasons for 'lack of cooling'

Is Temp Set Point on MAX???
Is propane flame STRONG/BLUE and reach just up into flue opening???
Back wall of freezer should be cooling down and Food Compartment FIN temp should be decreasing

Report back.........other things can be done to test IF cooling doesn't decrease but will go into those IF fridge doesn't cool down under normal operation

Are you connected to shore power?

Are the cooling fans in the back of the refrigerator running? They are up towards the top of the cooling vent.
