Norcold 682 blowing 5a AC fuse

I have a Norcold 682 fridge and it is blowing the 5 amp fuse on the power supply. I disconnected the ac heater and the fuse did not blow. checked the heater and have 35 ohms between the wires. No ohms between the base of the heater and 1 lead. I have 35 ohms from 1 lead and the top of the heater. Is the heater OK? Any experience on these fridges blowing 5 amp fuses? Any help would appreciated.
Also the the fridge wont light on gas but haven't looked at that yet

The resistance of the heating element should be higher than 35 ohms. You can use Ohms law to calculate the resistance and even the amperage draw but it sounds like the element is bad.
