The control board is not seeing that you have a flame present. First insure that you have a good, clean and tight connection for the igniter & all of control board and re-liter. The flame must slightly envelope the igniter for the dc millivolt production needed for the control board to know you have a fire present to then leave the gas valve energized. To test the thermocouple, you will need fire and a means to check millivolts at the connection end of it. If these check good then you have a bad control board.
