Penguin II Heat Pump Dead

My heat pump/AC is unresponsive. Condensers are within spec, fan motor turns, no leakage around compressor, have 120v at the control box in the unit, fuses and breakers are good.

Any ideas on the problem? How do I test the circuit board?
Any help would be most appreciated.

AC Heat pump

On some units the pump is a separate unit within the A/C.
if this is the case do you have power to the pump? It sounds as though the A/C parts are functioning and working as designed.

Any other questions feel free to ask

Perhaps the thermostat is defunct.

I would try shorting out the control wires to see if the unit responds.

Gentlemen thank you for your responses. Closer inspection revealed a fried control board. Replaced the board and all is cool again! Not sure what caused the short. Tech suggested that wires/connections can come loose with travel which causes them to heat up.
