Potable tank empty, reading 1/3 full

The panel says "TouchSensor". Tried to look up a manual but can't find any info on it. I'm guessing that to fix it I'd be looking for a short in the wire going to the second highest sensor someplace in the wiring between the panel and the tank.
Unlike a black or grey tank sensor I can't see what would cause the potable sensor to ground out but I'm new to all this.
Any suggestions or other possibilities on a cure?

Is that the only reading no matter how much water is in the tank?

Have only had it a few months and still repairing and outfitting it. It's that time of the year here in WI to dump the tanks and winterize. That said, I'm pretty sure it was reading full when I did in fact fill it to sanitize it, drain and read full again when I refilled to flush. Pretty sure both times it was reading full. I didn't check it when I dumped the water previously. Just opened the valve and let it drain until it was only a drip.

Normally I'd just go out and stick a hose in it and fill it to make sure but the weather is keeping me from that so have to go on memory.
My black and grey have been rising at a predictable rate so they seem good. Just not sure how accurate

Does your panel have an adjustment for each tank level? If so, try adjusting it to read "Empty" when you know the tank is empty, then see what the other readings show as you fill it.
