Propane Tank Valve Stuck
Just had propane filled and was told could not shut off tank valve. I tried later and sure enough it won't turn by hand. Any ideas?

Is the valve on ?
If it is, use it until the gas is gone, then find a dealer to deal with it.

How old is the tank? Propane tanks need to be recertified every 10 years or so. Not sure what that involves, But I had a tank on a pop up that I bought that was 12 years old. The kid at Tractor supply said it was out of certification, but filled it anyway. It froze up as soon as I hook it up to my grill at home! I went across the street at exchanged it.

My first thought is maybe the tank valve is already shut off. Can you turn it counter clockwise and open it?
If the tank is permanently mounted in your coach it does not need to be recertified like a BBQ tank needs to be.

Portable propane " cylinders " need re-certification.
Chassis mounted ASME propane tanks do not.

I'm confused, how did the LP fill station disconnect his fill line if the tank valve could not be shut off? What kind of LP tank is this, MH, 20LB portable, 500 gal residential?

Its a ASME motor home tank. Probably 16 to 20 gallons.
The fill port is a seperate connection, from the vapor line with the service valve.
Standard practice is to close the service valve before filling the tank with the fill port. That prevents liquid propane from splashing up to the service valve and regulator.
Even the portable gas grill cylinders can be disconnected with out turning off the valve. There is a safety valve that shuts off the gas flow when you un-screw the line.

Well in that case just run the tank empty with normal use and then replace the valve. Like Mr D stated in post # 2.
