You may have a rust build up on the end of the burner tube that is stoping the spark from finding a ground. You need to be close enough to the heater to hear the spark , when the heater is first turned on; but not so close that you lose eyebrows if the heater pops; if you don't hear a steady snap from the ignitor, every 1/2 second or so then the first thing to do is remove the tube from the heater and clean it.
