Trailer Brake Problem (Breakaway)

My trailer brakes do not seem to engage (no noise/hum/sound of activation) when the breakaway pin is pulled. However, the trailer brakes work fine when stationary/underway when stepping on the brakes or squeezing the brake controller.

I replaced the breakaway switch with another one which has not solved the issue. I have checked with a multimeter and determined when the vehicle brakes are pressed or I engage them manually with the brake controller, the output is up to 5V (and the brakes function and are audible). However, when the breakaway switch is applied, the brakes receive 12V but there is no audible activation.

I haven't been able to test if they are truly engaging if the pin is pulled underway yet, maybe they are. But if they're making noise @ 5V output they should be making noise at full 12V power right? What gives?

When the brakes receive the full 12 volt power through the break away switch , the magnets lock to the inside surface on the brake drum , the wheel must turn to activate the brakes .
Do not test the operation while mobile , you will flat spot the tires .

Raise one wheel off the ground and pull the break away then try rotate the tire.
Only safe way to test, do not leave the full power on too long , wiring and magnets may be damaged.
