Trying to troubleshoot my converter

Have the Iota DLS 55 converter/charger.

House batteries are not getting a charge. Voltage at the converter seems to be whatever the batteries are putting out.

AC to converter does seem to be working.

I pulled the converter and it's sitting on my workbench. Not getting any output voltage. Since it's not connected to anything should there be output voltage?

Yes it should output 12 volts, on the bench.

There are 2 fuses in mine, right near the battery connections. They call them reverse hookup fuses. Have you been messing with the wires.

Did you check them?

Yes, checked the fuses, and they are fine. I figured it may be time for a replacement.

Check out Go Power chargers, looks like a IOTA. I use one and a buddy has one and they work fine.

If you have a good 120Vac source and good fuses without any DC output the converter is defective. Typical failure inside those converters are caps located in the secondary side of the switcher.
