Could be the check valves in your fresh water pump are leaking and will fill the fresh water tank to over flowing. The drain water from the washer cannot enter the fresh water tank.

Need more info from the OP...... the washer can't fill the fresh water tank, OP states: "When using washer" If there was a check valve problem, it would be filling all the time, and if the fresh water fill valve is leaking by, it would fill when hooked to city water.........

That's a strange problem! There should be no way that the fresh water overflows by using the washer.
