Water heater
I have a 2004 American Eagle. How do you switch the water heater from gas to electric

I have a different brand MH but I suspect they all work very similar. All RV water heaters I've seen with dual heating sources have them installed in parallel. That is, you may run one, or both at the same time. Each heating source has its own switch, both switches should be on a main control panel in your MH.

Welcome.
I have 2 switches that run the water heater. One is labeled 12 volt. That's the gas option. the other is labeled 120 volt. That's the electric.
I'd have to go look at the labels, but I don't think anything is labeled 'gas' or 'propane', from memory.

Some are three way, used in motorhomes and boats The are called motor aid and engine coolant is used to heat the water while the engine is running. We had that in the '02 DSDP, nice but you had to be careful as the water was almost the same temp as the coolant or 180°. Way too hot unless you added cold water.
You may have a switch on the water heater itself that also needs to be on as well as one inside. Accessible by removing the outside door, black on-off rocker switch kind of hidden.

On my 02 Eagle, the propane switch is near the kitchen sink. It is a 12V switch next to the water pump switch. The Electric power switch looks like a household light switch and is next to the bedroom sink.

Mr D is spot on. My Suburban heater has a switch on the unit that must be on to run Electric and then there is a switch inside in my control panel that looks like a regular "light switch" that must be turned on to make it work on Electric. Right beside the "light switch" is the black "Gas switch" that you turn on to use propane to heat water - has red light on it - red light goes out once propane lights. You can use electric and propane at same time to quickly heat the water. I also have the coil that runs into the heater tank from the engine. It saves you having to heat water after the drive.
