Water level indicator lights

Did a search but found nothing so I'll ask. The gray and black water level indicator lights in my 2004 Sightseer show some level of water when empty. I guess something has caused them to think there is water in the tank when it is empty. Do you have to flush the tanks with something or is this just normal and the indicators are not real accurate. Thanks

My black tank levels were screwy but I did as a previous poster suggested. Emptied tank, put some water in it along with a half cup of dawn liquid dish soap. I only drove it maybe 30 miles over a two day period but in stop and go traffic. I then drained tank and checked gauges. They now work great.
